State Employers: Prepare Retiring Members to Access State Health Insurance Through Cardinal HCM

The sign-up process for retiree health insurance is changing for state employees starting this month.

Retiring state employees will now sign up for their DHRM-administered retiree health insurance benefits directly through their online Cardinal HCM member accounts.

  • Before they retire, members should ensure that their personal email addresses are associated with their myVRS accounts. VRS will transmit this information to DHRM.
  • Employers will need to work with retiring members to let them know that they can enroll in their retirement health benefits through Cardinal employee self-service. Advise members to register their personal email addresses in the Cardinal system to ensure uninterrupted access to manage their health benefits in retirement.
  • When an employee retires, the employing agency human resource administrator will enter the effective retirement date and switch the email option in the Cardinal system to the employee-provided email address.

DHRM will notify existing retirees of the shift to online health benefits management next spring during the health benefits open enrollment period and provide guidance on how to register in Cardinal HCM.
