Track All VRS-Related Legislation
During each General Assembly session, VRS tracks legislation that will affect benefits, policies and procedures. In the 2024 session, lawmakers introduced bills addressing several VRS-related matters. As the status of bills change throughout the session, VRS will update the tracker.
Download Political Subdivision Valuations and Rate Letters From myVRS Navigator
All political subdivision employers can now download 2023 actuarial valuation reports and rate letters directly from myVRS Navigator. These reports will no longer come to you by email.
To access your actuarial valuation and rate letter:
- Log in to myVRS Navigator.
- Click on the Reports drop-down menu heading.
- Scroll to and click on Generated Reports.
- Type “valuation” in the report search field to filter the list to include valuation reports for your pension and health insurance credit (if applicable).
- Type “rate letter” in the report search field to filter the list to include your rate letters. The rate letter includes your retirement contribution rate along with rates for group life insurance and the health insurance credit (if applicable).
The new contribution rates are effective for fiscal years 2025 and 2026, beginning July 1, 2024, and ending June 30, 2026.

Health Insurance Credit Forms Updated
The Request for Health Insurance Credit (VRS-45) and the Optional Retirement Plan Health Insurance Credit Employer Certification of Service (VRS-75) have both been updated to include the latest Medicare Part B premiums, along with an update to the instructions for the Insurance Policy Information section.
GASB 68 and 75 Reports Available for Download in myVRS Navigator
Political subdivision employers can now download their latest GASB 68 and 75 statements directly from myVRS Navigator. GASB Statement No. 68 covers pension liabilities and expenses. GASB Statement No. 75 covers liabilities and expenses for the health insurance credit if the employer offers it.
